Write down the business outcome
Moving to the cloud describes a direction, not a success measure. The aim might be opening branches faster, varying application capacity or improving operational control. Microsoft’s Cloud Adoption Framework also connects strategy to business objectives. Before starting, write a paragraph identifying the current problem and what you will measure differently when the project is complete.

Do not treat every workload alike
File sharing, a legacy desktop application and an internet-facing service may require different migration paths. Assess users, connections, data volumes and acceptable disruption. It may make sense to retain some components on premises while moving others. Let the way the application works guide the decision before selecting a product name or destination.
Estimate both normal and busy periods
A monthly compute figure may not represent the full budget. Include storage growth, data transfer, backups, monitoring and operational support. For example, do not assume an application with a month-end peak runs at the same load continuously. Document usage scenarios and assumptions, then assign someone to compare them with actual consumption. Cloud adoption does not automatically mean lower cost.
Turn ownership into a responsibility table
Who creates user access, reviews alerts, updates the application and verifies recovery? A platform providing a feature does not guarantee that it is correctly configured. Document the responsibilities of the business, application supplier and service team. Knowing which team must provide which information during an incident is more useful than an ambiguous chain of support contacts.
Plan the pilot and the exit together
Define acceptance criteria for data integrity, access and performance for the first workload. Agree on the conditions for reverting if expectations are not met. Also ask how data can be exported later, which formats will be supplied and which dependencies will remain. A successful cloud project is a system that can be operated and understood financially in subsequent months, not merely one that starts on migration day.
